A premises licence can only be transferred to a party who would be in a position to use the premises for licensable activities authorised by the premises licence.
An application to transfer a premises licence should be made with the consent of the existing licence holder, unless the applicant can demonstrate:
- that they have taken all reasonable steps to obtain consent
- that, if the applicant wishes the transfer to have immediate effect, they would be in a position to use the premises during the fourteen day consultation period for the licensable activity or activities authorised by the premises licence

Fee
The fee for a transfer application is £23 which you are required to pay online (via a debit or credit card) at the time of submission.
Processing and timescales
This consultation period with Norfolk Constabulary (and in addition, for any individual applicant/s, the Home Office) is fourteen days from receipt of a valid application.
If no representations are received the application will be granted.
If an objection is received, a hearing will be held to determine the application.
