Loud music

When people live close to their neighbours, a level of noise should be expected and accepted. Noise issues such as loud music playing from the house, garden or car parked on the property can be resolved with your neighbour by having a polite word, to make them aware and ask that noise levels are reduced. Often, they will be unaware. We have put together some tips to help you resolve issues with neighbours, to help guide that initial conversation.

If, for any reason, you are unable to speak to your neighbour in person, you may want to download and use our ‘Dear Neighbour’ card.

Mediation

We also offer a free mediation to residents, to help resolve neighbour disputes and improve community relations. See the mediation page for information on how to make a referral for this service.

The Noise app

If none of the methods above resolve the problem you can download the Noise App and send us the recorded noise.

The Noise App is simple to use and free to download. It will work on any iPhone (minimum iOS 9.1) or Android (minimum 4.4, KitKat) handset.

Create your account, and select Norwich City Council to investigate the noise nuisance that you consider to be antisocial.

To report a nuisance simply tap the icon, make a 30-second recording of the noise, complete a form and then submit. Your report will be sent directly to us and we will be in touch to advise how we are to proceed.

If the investigation identifies that the noise is antisocial and meets the criteria for enforcement through the Environmental Protection Act (EPA) 1990, then recordings made via the Noise App will support enforcement action to help ensure the noise ceases or reduces to an acceptable level.

Please ensure that you read the terms and conditions fully before agreeing as it will effect your case if there are any legal proceedings.

If you do not have access to a smart phone it may be helpful if you are able to borrow one from a friend or family member. If you have no access, we may still be able to help you, however this process will likely take much longer. In this instance, to report antisocial noise, complete the online form.
